Corruption in all directions

Mykola Khavronyuk from the Centre for Legal and Political Reform has identified five causes of widespread corruption in Ukraine and suggested ways of countering the problem.  At a lecture on Monday, he suggested that corruption was rampant because of the failings in political institutions and the judicial system; because of ambiguous laws; ignorance or lack of understanding of these laws among the public; political and other patrons, connections, etc; and the weak influence of civil society.

“Simple, succinct and understandable legislation would make it easier to apply and would reduce the need for a huge apparatus of officials. Instead we have extremely muddled laws which are also not understood by the public. And that makes it possible to abuse them”.

He says that due to connections, political patronage and similar being widespread, personal relations and secret agreements are common with these encouraging corruption.  At the same time civic institutions do not have the capacity to exert effectively monitoring over the activities of the legislative, executive and judicial branches of power.

During the lecture, Mykola Khavronyuk gave details about how other countries, and particularly Sweden and Singapore, combated corruption. He pointed out that there is very little corruption there at the present time.
