The Police do not consider State Deputy Shentsev’s actions to have been hooliganism

On one of the recent cases involving force used against journalists and photographers in the course of their work

“According to the results of our investigation, the decision has been taken not to initiate criminal proceedings against D.A. Shentsev, given the lack of the components of the crime covered by Article 296 of the Criminal Code of Ukraine “Hooliganism”, in accordance with Article 6 § 2 of the CPC of Ukraine», the resolution reads which Andriy Avdoshin received today.

The incident took place on 3 June at a session of the Kharkiv Regional Council during a vote of no confidence in the Governor, Arseny Arakov.  A scuffle broke out between deputies. State Deputy Shentsev, from the “Party of the Regions”, noticing that Andriy Avdoshin, a press photographer, was filming the fight, hit him. Avdoshin made a statement to the police regarding the incident.

The Kyiv district police station passed the material to the district prosecutor’s office. The law enforcement officers sent it to be investigated by the police, but already under the Article “Hooliganism”.
