On the thirtieth anniversary of the founding of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords

In order to give full recognition of the role of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords in the struggle for human rights, democracy and Ukraine’s independence as well as in the revival of free public opinion, and on the occasion of the thirtieth anniversary in November 2006 of the founding of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords, I hereby instruct:

1. The Cabinet of Ministers of Ukraine

1)  with the participation of the public organization committee for marking the 30th anniversary of the creation of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords, set up by the Ukrainian Helsinki Human Rights Union:

to ensure the measures are carried out for marking the 30th anniversary of the creation of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords;

to elaborate plans for supporting the publishing by human rights organizations of the works of victims of repression, including the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords;

to promote resolution to the question of the creation in Kyiv of a museum of the Shestydesyatnyky [Sixties movement].

2) to elaborate plans for increasing the number and size of life state pensions for specific citizens of Ukraine who suffered persecution for their human rights activities, and to submit according to established procedure the relevant proposals;

3) to take active measures to provide material assistance to former members of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords, and to improve the provision of their medical and everyday requirements;

4) to provide for the holding, with the participation of former members of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords and their colleagues, of measures in educational institutions aimed at raising awareness of the civic-political and human rights activities of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords.

2.  The Kyiv City State Administration:

to organize in accordance with established procedure the placing of memorial signs and plaques in places linked with the life and activities of members of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords, including on the buildings in Kyiv where two co-founders of the Group Oksana Meshko and Mykola Rudenko lived.

3. The State Television and Radio Broadcasting Committee of Ukraine:

to ensure wide coverage in the mass media of the events to mark the 30th anniversary of the founding of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords, including by showing films about their activities, promoting publications in the press and appearances on radio and television of members of the Ukrainian Public Group to Promote the Implementation of the Helsinki Accords.
