It has refused to ratify the Protocol to the European Convention on Human Rights which regulates the work of the European Court of Human Rights

The Russian State Duma has refused to ratify the Protocol to the European Convention on Human Rights which regulates the work of the European Court of Human Rights in Strasbourg. The aim of the Protocol is to increase the efficient functioning of the Court in connection with the entry to the Council of Europe of new states.

Russia is the only member state of the Council of Europe which has not ratified the document.

The majority of State Duma Deputies consider that ratification is not “advantageous” to Russia, and the Vice Speaker of the Duma Sergei Baburin actually suggested reducing the financial contributions paid to the Council of Europe.

The President’s representative in the Duma Grigory Karasin warned the Deputies that their decision could damage Russia’s reputation.
