Around 60 civic organizations have written an appeal to the Council of Europe asking it to pay attention to the situation in Ukraine with the adoption (more exactly, failure to adopt) the Law on Civic Organizations.

They express concern that consideration of this draft law may be put off until the autumn. They point out that for 5 years National Deputies (MPs) have been refusing to regulate the problems experienced by civic organizations and this would be yet another delay.

In 2008 the European Court of Human Rights issued a judgement which found that Ukraine’s legislation on civic organizations is in breach of Article 11 of the European Convention on Human Rights (Freedom of Assembly and Association). In October 2010 Parliamentary Assembly of the  Council of Europe called in its Report on the Functioning of Democratic Institutions in Ukraine for the Ukrainian authorities to pass the Law on Civil Organizations.

Since 9 May Ukraine has chaired the Committee of Ministers of the Council of Europe. On 21 June President Yanukovych is due to make an address to a PACE meeting.
