No transparency on division of constituencies

At a press conference on Wednesday, Oleksandr Chernenko, Head of the Committee of Voters of Ukraine [CVU] named some of the main dangers facing the electoral process for the parliamentary elections this year. 

For example, “the constituencies are being divided up behind closed doors and this undoubtedly arouses great concern both among the future participants in the elections and analysts”.

Mr Chernenko pointed out that according to legislation, the Central Election Commission must determine the number of constituencies in each oblast by 10 April, and must stipulate the boundaries of each by 30 April.  He added that “there is unofficial information that constituencies will be “carved up” to suit specific candidates.

Oleksandr Chernenko stressed that there is a danger that in western and central regions of the country, there could be a reduction of from 5 to 7 constituencies, with the number of constituencies being increased in eastern and southern oblasts.

Another danger and minefield during these elections will be submissions to the Constitutional Court over candidates standing on both party lists and in majority constituencies.   This has been left in the new law despite strong warnings from all NGOs following the election process, and despite a previous Constitutional Court ruling prohibiting candidates standing in both types of voting.

If the CCU’s judgement on double standing for office comes in the middle of the campaign nobody knows where to go from there.
