A consortium of analysts funded by the International Renaissance Foundation has monitored Ukraine’s implementation or otherwise of the EU’s requirements for the Association Agreement to be signed. Their report shows that Ukraine has not achieved tangible results in even one of the EU’s eleven criteria. The authors stress that if the situation does not change by September, the EU-Ukraine Association Agreement will not be signed this year.

During a roundtable to discuss the report on Tuesday, Oleksandr Sushko from the Institute for Euro-Atlantic Cooperation acknowledged that there had been some progress but that its level was so low that if the decision was to be taken now whether the Association Agreement was to be signed, it would be negative.

With four requirements they found that some progress had been made; with five – a minimal amount; and with respect to two demands there had been no progress at all.

The highest assessments were received regarding measures to stop selective justice; implementation of the new Criminal Procedure Code; fighting corruption; as well as extension of the Accounting Chamber’s powers.

The specialists highly assessed the adoption of four anti-corruption draft laws needed for visa liberalization, although they noted that the draft laws “were far from perfect, having been adopted in haste”

No progress was found with respect to reform of law enforcement bodies; election legislation; election practice and media independence.  Particular concern was expressed over the three MPs including Tymoshenko’s defender Vlasenko having been stripped of their mandate.  Another concern was the mayoral vote in Vasylkiv where the widespread use of administrative resource could have influenced the outcome.
