According to the Head of the Ministry of Internal Affairs State Service on fighting economic crime, Leonid Skalozub, the two most corrupt sectors in Ukraine are the education system and health care.
“An analysis of our work shows that there is the most corruption within the education system and health care”, Mr Skalozub stated that of all the cases involving bribes, 40% had been discovered in the health care system, and 38% in education.
A projectwa, jointly funded by the European Commission and the Council of Europe, was launched in June 2006 under the title “Project against Corruption in Ukraine” (UPAC). Within the framework of this three-year project, measures are planned which will promote good governance, and strengthen ways of preventing corruption in Ukrainian society. It is intended additionally to improve current domestic legislation on fighting corruption by bringing it into line with international norms and standards in this area.
