Review of Ukraine’s Fifth Periodic Report to the UN Committee against Torture

Yevhen Zakharov, Co-Chair of the Kharkiv Human Rights Protection Group

and Arkady Bushchenko, lawyer and KHPG legal expert

will provide information about:

• the UN Committee against Torture’s control mechanisms for implementing the UN Convention against Torture;
• the preparation by the Ukrainian government of the Fifth Periodic Report to the UN Committee against Torture;
• the content of the Fifth Periodic Report;
• the Kharkiv Human Rights Protection Group’s Report on Ukraine’s compliance with the UN Convention against Torture;
• the scale of the use of torture within the Ukrainian law enforcement agenices;
• the procedure for reviewing Ukraine’s Fifth Periodic Report to the UN Committee against Torture.

They will also provide instances involving the use of torture within the police force and in penal institutions of the State Department for the Execution of Sentences.
