OleksandrHalinsky appointed Head of the Penal Department

Mr Halinsky has up till now been in charge of the Odessa Regional Division of the Department for the Execution of Sentences

The Cabinet of Ministers o Wednesday, 19 August, appointed Oleksandr Halinsky to the position of Head of the State Department for the Execution of Sentences [the Department].

The meeting of the Cabinet of Ministers was attended by the heads of the civic organization “Centre for Legal Aid for the Public Advocate”, Alla Mukshymenko, the Head of “International Legal for the Protection of the rights of Ukrainian Citizens Edward Bagirov and the Director of the Activities Programme of the International Renaissance Foundation Oleksandr Bets.

 Prime Minister Yulia Tymoshenko said that the appointment of a new head of the Department was linked with the need to reform the latter’s work and stated that the Government was not satisfied with the strategy up till now within the system.

She said also that the Government intended to improve strategy in the work of the penal system in close dialogue with civic human rights organizations.

Mr Halinsky has announced that he will be formally introduced to the Department and public tomorrow, Thursday, and it is expected that there will be a press conference at 11.00.

Mr Halinsky has up till now been in charge of the Odessa Regional Division of the Department for the Execution of Sentences.
