Amendments to Presidential election law passed at first reading

According to the President’s representative, the draft law covers a number of areas criticised not only by the President, but by civic organizations and the Council of Europe’s Venice Commission

On 4 November 2009 the Verkhovna Rada adopted as a based a draft law “On amendments to some legislative acts on the elections for President of Ukraine”.  Draft law №5263-2 contains a number of amendments on the rules for the formation and the activities of electoral commissions; the procedure for verifying the voters’ list; rules for election campaigning; official observers from civic organizations; the procedure for voting and establishing the outcome of the elections; review of complaints linked with the election process.

Amendments are also proposed to the Code of Administrative Proceedings linked with the election process.

According to the President’s representative, Marina Stavniychuk, the draft law, submitted by the President, also covers other areas criticised not only by the President, but by civic organizations and the Council of Europe’s Venice Commission.  These include the mechanisms for ensuring that people abroad on election day can vote, the amount of money which presidential candidates must commit in order to stand, and the time limit for appealing against inaccuracies in the voter list.
