PACE scheduled to consider Holodomor report in April

According to Konstantin Kosachev, Head of the Russian Delegation and Chair of the International Affairs Committee of Russia’s State Duma, the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe [PACE] on 28 January 2010 approved the United Kingdom representatives’ amendments on a resolution and draft report on Holodomor, which recognize the famine as Holodomor and genocide of the Ukrainian people.

Kosachev states that the report “Commemorating the Victims of the Great Famine (Holodomor) in the USSR”  in the early 1930s” will be presented during the PACE April meeting. The draft report was prepared after visits to Ukraine, Kazakhstan, Belarus and Russia by Turkey’s then-representative, Mevlut Çavuşoğlu. Since Çavuşoğlu on Monday was elected PACE president, the report will be presented by Swiss diplomat Bern von Sidov instead.

Kosachev says that the amendments proposed by the UK representative are a radical shift since they “suggest recognizing that this was deliberate Holodomor and genocide specifically of Ukrainians.”
