The editorial office of the Kyiv municipal newspaper “Khreshchatyk” has publicly spoken of an attempt to impose systematic censorship and stated that it is planning an act of civil disobedience.

The editorial team of the newspaper “Khreshchatyk” declare that from 19 May 2011 the Head of the Press and Information Department, Oksana Zbignieva has given new rules for the relations between the Department and the editorial office. From now on Zbignieva’s verbal recommendations must be followed by the municipal press. A special person will be overseeing implementation of these commands with the person’s functions including informing Zbignieva about failures to follow the Head of the Department’s instructions”.

The editorial office does not consider it possible to have such relations with the Department and states that this is an attempt to impose systematic censorship over the Kyiv City Council’s newspaper Khreshchatyk.  At present, they say, they are discussing what form the act of disobedience will take.
