CVU warns of possible vote-buying in 5 problem constituency re-runs

Predictions from the head of the Committee of Voters of Ukraine [CVU], Oleksandr Chernenko regarding the re-elections in 5 problem constituencies are not optimistic.

Radio Svoboda spoke with him about the re-elections in 5 single mandate election districts where the results of October’s parliamentary elections could not be established.  Re-runs will take place on 15 December in the following single mandate election districts: No. 94  (Obukhiv, Kyiv oblast); No. 132; No. 194 (Pervomajsk, Mykolaiv oblast); ; No. 194 and No.197 (Cherkasy oblast); and No. 223 (Kyiv).

Oleksandr Chernenko was asked about any reservations he might have, and what could be expected.

The opposition may potentially have greater chances, and were winning in those constituencies, however these elections will be held under different conditions, he warns.  There’ll be a lower turnout and more money expended by the candidates. While one can always hope that the elections will be held more or less in accordance with the law, but the reality, he says, rather suggests the opposite.

The authorities will clearly have learned some lessons, they will take a more subtle approach with techniques, including with bribing voters during the campaign stage so as to gain an advantage before Election Day.  We therefore expect more problems during the campaign. These will in the first instance be linked with handing out money at those electoral districts. On Election Day and during the recount, the situation will depend on the political forces and whether crisis variants for the development of the situation are applied or not.
