Verkhovna Rada creates special committee on preparing draft electoral law

A resolution was passed on Thursday to create a committee on preparing the draft law on the parliamentary elections. The motion had the support of 383 National Deputies from the 413 registered.

 

A resolution was passed on Thursday to create a Temporary Investigative Committee on preparation of the draft law on the parliamentary elections.  The motion had the support of 383 National Deputies from the 413 registered.

The Resolution envisages preparation of the draft bill by 17 November. 13 National Deputies were elected to the Committee, with the chair being Ruslan Knyazevych from Our Ukraine-People’s Self-Defence and his Deputy, the First Deputy Speaker Adam Martynyuk (Communist Party, part of the ruling majority).

The others are 4 deputies from the Party of the Regions; three from BYUT- Batkivshchyna; one from Our Ukraine – People’s Self-Defence; one other from the Communist Party; as well as one from Speaker Volodymyr Lytvyn’s party and Mykola Traiduk (the last three are all now within the ruling majority – translator).

If the Commission does not prepare a draft bill by 17 November, all five draft laws registered in parliament will be considered.

As reported, the draft bill tabled by members of the ruling majority has been seriously criticized, and concern has also been raised over the fact that it contains a number of new elements not in the draft bill sent to the Venice Commission.  The assessment of that bill was also criticized, with the Venice Commission stressing the need for electoral legislation based on broad consensus, and expressing grave doubt about the planned mixed electoral system which has a very bad track record in Ukraine.
