UNHCR protests over treatment of two mandate refugees

The United Nations High Commissioner for Refugees has issued a statement expressing concern over the fate of two refugees recognized by UNHCR under its mandate and condemning their treatment as in flagrant disregard for fundamental human rights.

The Office of the United Nations High Commissioner for Refugees remains concerned about the fate of two refugees recognized by UNHCR under its mandate. Both have been detained with a view of extradition in SIZO in Kyiv and Kharkiv. 

The first refugee awaits emergency resettlement to a State Party to the 1951 Convention Related to the Status of Refugees and a European Union member-state, after being recognized by it as in need of international protection.  The refugee remains incommunicado, with no access to his lawyer, for more than a week after being secretly removed from Kyiv to Kharkiv. The Office of the General Prosecutor of Ukraine granted permission to the Regional Representative of UNHCR and his staff to visit the refugee, but when he was moved to Kharkiv, this was invalidated. The Kharkiv SIZO Head of the Penitentiary Service refused UNHCR access. This is contrary to the provisions of the Host Country Agreement [1] concluded with the Government of Ukraine in 1996 and a number of applicable international standards on the protection of refugees.
