Major reduction in number of remand prisoners under new CPC


According to Oleksandr Boichuk from the Centre for Political and Legal Reform, since the new Criminal Procedure Code came into force (November 2012), around 12.5 thousand of the approximately 32 thousand people held in SIZO [pre-trial detention centres] have been released.

At a press conference in Kyiv he said that a system for an independent preventive mechanism was at work. This allows the Verkhovna Rada Human Rights Commissioner [the Ombudsperson] and members of the public to visit places of imprisonment. “Hundreds of such places have been visited by representatives of NGOs and of the Ombudsperson. This has considerably helped to reduce violence and inhuman treatment of prisoners”.

He added that the number of suspects detained had fallen by almost 30% and that the number of people held in SIZO was also falling.

“If when the new CPC came into force there were 32 thousand people in SIZO, as of 1 June 2013 there were 19 thousand 503 people.  This means that 40% have been released.  This is a serious result”.
