New rules on correspondence for prisoners

Prisoners in penal institutions who are not related will only be able to write to each other with the permission of the administration of the particular institution. The relevant supplement was introduced to the Rules of internal procedure in penal institutions by the State Department on Penal Issues in its Order No. 90 from 6 May 2006.  They will come into force on the day they are published.

The Department has also set down that letters from prisoners to the Human Rights Ombudsperson, the European Court of Human Rights and other bodies of international organizations which Ukraine is a member of or signatory to, as well as those to the Prosecutor, should not be checked. Such letters are sent on within 24 hours, or are submitted by prisoners in sealed envelopes.
