Experts warn of misused funds destined for fighting AIDS

A representative of the All-Ukrainian Network of People Living with HIV/AIDS warns that while the corrupt deals which marred Ukraine’s reputation have stopped, the procedure for tenders is still not transparent

According to Volodymyr Zhovtyak, Chair of the Coordination Council of the All-Ukrainian Network of People Living with HIV/AIDS, government aid this year for people with AIDS has tripled, and stands at 100 million UAH. He warns, however, that tender procedure is still not transparent, which leads to medicines being purchased which have not been approved by the World Health Organization.

On the other hand, Mr Zhovtyak believes that the corrupt deals whereby medicines were being bought at 30 times their price on the world market have stopped, and the problems with creating a clinic for the two thousand Ukrainian children with AIDS are being resolved.

The World Bank has expressed concern that of the loan on special conditions provided to Ukraine for fighting AIDS over the last four years only one sixth has been used.  Volodymyr Zhovtyak believes that the solution to these problems is dependent on coordination between all ministries and agencies , as well as transparent cooperation within all the structures involved in the fight against AIDS.
