Anti-terrorist units again beating prisoners

The Ukrainian Helsinki Human Rights Union has demanded that the Prosecutor General investigate the incident at the Buchansk Penal Colony on 7 June where it is alleged prisoners were beaten by members of an “anti-terrorist” unit in masks
The Legal Aid Centre for Victims of Ill-treatment is expanding

This vital initiative is continuing and developing the work of the Centre for Professional Aid to Victims of Torture. As well as giving consultations, it also helps with legal representation and other specialist assistance

Ukraines Fifth Periodic Report to the UN Committee against Torture was presented at a UN Session on 8 – 9 May. As reported here, the Kharkiv Human Rights Protection Group was also present, having submitted an Alternative Report.

In July 2007 it will be a year since Ukraine ratified the Optional Protocol to the UN Convention against Torture [OPCAT], yet the required national preventive mechanisms have yet to be created. Nina Karpachovas failure to attend the last roundtable and her refusal to take responsibility for developing such mechanisms is in contrast to her avowed concern in 2005 and an obstruction to progress in this vital area
