Ministry of Justice makes GRECO report public

On Tuesday the Ministry of Justice posted on its website the GRECO Joint First and Second Round Compliance Report on Ukraine, containing recommendations on anti-corruptions measures.
The report gives an assessment of measures used by the Ukrainian authorities to implement anti-corruption recommendations made by GRECO on the basis of two assessment rounds.
According to the Minister of Justice, the report states that Ukraine has fully implemented 8 recommendations, and 17 – partially.
The report notes that the overwhelming majority of measures taken concern draft laws presently awaiting consideration by Parliament.
It welcomes many of the measures reported by the Government, however repeatedly stresses the need to ensure the political will to give them punch. Its comment, for example, about the creation of a separate anti-corruption body reads:
GRECO is not fully convinced that civil society is/will be sufficiently represented in such a structure as requested by the recommendation. Moreover, the Agency has some monitoring functions, but its independence in this respect appears questionable as it is a government body which, furthermore, is to be assisted by the secretariat of the Cabinet of Ministers. In conclusion, GRECO welcomes the positive developments in this area, which it believes have a potential of being a break through in the establishment of a broad anticorruption authority in Ukraine. However, it remains to be seen to what extent the Resolution of the Government Agent for Anti-corruption Policy will be implemented in such a way as to result in an anti corruption body as foreseen in Recommendation i. It therefore finds that Recommendation I has only been partially implemented.
