Kyiv police officer wanted for allegedly beating a detainee to death

Not surprisingly since it has taken two prosecutor’s offices two years to investigate the death, the suspect now needs to be caught

The Kyiv Prosecutor’s Office is carrying out a criminal investigation under the article on exceeding official powers (Article 365 § 3) by officers of the Shevchenkivsky District Police Station in Kyiv which led to the death of T. Fedas. According to the preliminary investigation, on 21 June the investigators issued a decision to bring charges against former head of a sector of the Shevchenkivsky District Police Station D. Rustam who inflicted fatal injuries on the victim and to place him on the wanted list.  The Holosiyvsky Court has issued a warrant for his arrest.  The actual events took place two years ago. The case was investigated first by the Prosecutor of the Shevchenkivsky District and then by the Kyiv Prosecutor’s Office.

As reported here,   On 13 June in the Sviatoshynsky District Police Station in Kyiv 25-year-old Dmytro Yashchuk hanged himself. He had been detained on suspicion of holding a small amount of drugs not to sell. The journalist investigation bureau “Svidomo” was shown a video by the Press Service of the Kyiv Police which apparently shows that Dmytro did hang himself. The police officers who searched him without finding rope and who should have been watching the monitors, were dismissed the next day, while the head of the station and six other officers faced a disciplinary penalty. Dmytro’s relatives do not believe that he killed himself.

Earlier, a criminal investigation was initiated against police officers over the death of Ihor Indylo, a young student who died on the eve of his twentieth birthday after being taken to the same Shevchenkivsky District Police Station.  He had been celebrating his coming birthday with a friend who could not be there the next day.  The criminal investigation was only initiated after a TV channel reported the death and the fact that there were wildly divergent stories as to how a healthy young man died in police custody. The police are continuing to claim that he “fell”.  The Minister of Internal Affairs has said that the men suspected of being involved have been suspended.
