CEC calls for re-elections in 5 single-mandate electoral districts

The Central Election Commission (CEC) announced on Monday that it could not determine the outcome in five single-mandate electoral districts and adopted a resolution to ask for a revote

The Central Election Commission (CEC) announced on Monday that it could not determine the outcome in five single-mandate electoral districts and adopted a resolution to ask for a revote. The districts in question have all been mentioned here in recent days: No.s 94; 132; 194; 197 and 223. 

No. 94 (Obukhiv, Kyiv oblast)

United Opposition candidate Viktor Romanyuk was in the lead, however a court allowed a number of suits from Party of the Regions candidate Tetyana Zasukha.  The OPORA summary of the law suits can be found here http://khpg.org/1351776706

The Administrative Court of Appeal agreed to declare void the results of voting at 28 polling stations where Romanyuk held the lead, and the district election commission [DEC] announced Tetyana Zasukha, wife of the former Governor of the oblast the winner.

No. 132 (Pervomaisk, Mykolaiv oblast)

The battle continues between United Opposition candidate Arkady Kornatsky and Party of the Regions candidates Vitaly Travyanko. 

After 100% of the votes had been counted and the CEC site had informed that Batkivshchyna (United Opposition) candidate Arkady Kornatsky had won, this changed, and the Deputy Governor and member of the Party of the Regions, Vitaly Travyanko was announced the winner. Representatives of the opposition candidate assert that they have evidence that the change occurred because votes of other candidates were counted as being for Travyanko. 

There was also a storm of the DEC by Berkut riot police who took away both the head of the DEC and the protocols (see, for example, http://khpg.org/1351976099

Battle between VO Svoboda candidate Yury Levchenko and independent Viktor Pylypyshyn (http://khpg.org/en/1351865971 )

Deputy Head of the CEC Zhanna Usenko-Chorna believes that the list of problem districts should be extended and names the following districts: No. 11, 14, 20 and 90.

The CEC resolution states that the elections in the 5 districts named were not held in accordance with the Constitution and the Law on the Parliamentary Elections, and that the CEC is therefore unable to reliably establish the real outcome of the voting.

After initial objections to re-elections at districts where their candidates had won, leader of the United Opposition Arseny Yatsenyuk said, seemingly on behalf of the United Opposition, UDAR and VO Svoboda, that they believed re-elections to be the best option. Yatsenyuk said that the opposition parties would be putting forward one candidate for each district.
