They’re stalling anti-corruption reforms in Ukraine

This was the title of a civic protest by Transparency International in Ukraine and other NGOs on 6 March 2013 in Kyiv.  They were protesting at the stalemate over the National Anti-Corruption Strategy and State Programme on Preventing and Countering Corruption. They say that the Programme for 2011 – 2015 is facing complete collapse.

At a press conference, Oleksy Khmara from Transparency International in Ukraine reported that monitoring which his organization and two others had carried out had shown a low level of efficiency in carrying out the state anti-corruption programme. He pointed out that even the programme itself was full of textual mistakes.

The majority of financial measures in the programme are not directly linked with fighting corruption.

For example, the Health Ministry, according to the programme is to spend 803 million UAH on introducing an electronic register of medical forms, while anti-corruption measures at local level are not envisaged at all.

They are calling for an urgent meeting of the (largely moribund) National Anti-Corruption Committee under the President on effectively implementing the Programme.

He believes that a package of amendments to the anti-corruption programmes needs to be drawn up with the participation of civic experts.
