Government abandons preparation for EU-Ukraine Association Agreement

According to the directive, the decision has been taken “in order to take measures to ensure national security, a more detailed study and development of a comprehensive range of measures which need to be carried out to reinstate the levels of production and directions of trading relations with the Russian Federation and other CIS member states which have been lost”

In a directive passed on Thursday afternoon, the Cabinet of Ministers elected to:

“Suspend preparation for the signing of the Association Agreement between Ukraine and the European Union; the European Community on Atomic Energy and their member states, and suspend the force of the Cabinet of Ministers decision from Sept. 18, 2013 “On preparation …”.

According to the directive, the decision has been taken “in order to take measures to ensure national security, a more detailed study and development of a comprehensive range of measures which need to be carried out to reinstate the levels of production and directions of trading relations with the Russian Federation and other CIS member states which have been lost”

The directive also talks of aiming to “form a proper level of the internal market ensuring parity in relations between Ukraine and EU member states which is a basic principle of international law and the country’s basic economic security”.

Prime Minister Azarov has instructed the Ministries of Foreign Affairs, Economic Development and Industrial Policy to propose to the EU and Russia that they form a trilateral commission on working through issues.

“To renew active dialogue with the Russian Federation and other Customs Union countries of the CIS on revitalizing trade and economic links in order to retain and strengthen the country’s economic potential through joint efforts”

There are various other instructions on appropriate changes to programmes, etc.

The directive was signed as Yanukovych was telling journalists in Vienna about Ukraine’s continuing moves towards European integration.

On Thursday Russia’s Vladimir Putin announced that his country was willing to take part in trilateral talks with Ukraine and the EU.  Ukrainska Pravda notes that this preceded the issuing of Azarov’s directive.
