Mass detentions of activists of the public movement “Pora!” took place in many towns of Ukraine. In the majority of cases, owing to the active reaction of human rights protecting organizations, these repressions were stopped. Everywhere, where these organizations protected the detained, the legal aid was rendered in time, and the accusations were not confirmed.

The criminal case, instituted against Volodymir Zakaliuzhny, a participant of the public campaign “Pora!”, in accordance with Article 186 of the Criminal Code (“Open stealing of other’s property (robbery)”), was closed on because of absence of criminal event thanks to the assistance of the Foundation for legal aid to the victims of violations of human rights of the Ukrainian Helsinki union of human rights.

On 10 December 2004, on the International day of human rights, the Committee in charge of human rights, national minorities and interethnic relations of the Supreme Council of Ukraine traditionally conducted the sitting of the round table “Human rights in Ukraine: modern state and prospects”.

On 4 December 2004 the event took place in the Ukrainian Parliament, which might exert very negative influence at the development of political situation in Ukraine. Harsh statements of Oleksandr Moroz about the bloc “Our Ukraine” and Yulia Timoshenko allows to understand that the alliance Yushchenko-Moroz fell to pieces or, at least, cracked. The author carries out the analysis of situation in Ukraine and tries to formulate the top-priority steps that should be taken for liquidation of the current crisis.

This analysis was conducted by the experts in the sphere of constitutional right of Ukraine in the connection with adoption by the Supreme Council of Ukraine of the decision on distrust to the Cabinet of Ministers of Ukraine and in the connection with the statement of the Prime Minister of Ukraine on non-recognition of this decision.

The Ukrainian Helsinki union of human rights and the International Helsinki Federation of human rights state that replacement of the persons, responsible for violations during the election, is one of most important preconditions for the repeated voting in the second tour of election.

The Lugansk regional branch of the Voters’ committee of Ukraine has summed up the results of supervision over the run-off presidential election in the region and reckons that the announced results of the election do not represent the facts.

On 18 November the special session of the council was convoked. It was planned to consider only one question: “On social-political situation in the region, which has formed on the eve of run-off presidential election in Ukraine”. Yet, the session was sabotaged by local state administration.

The Ukrainian Helsinki Union of human rights, in cooperation with organizations-partners, realized the permanent monitoring of observance of human rights during the election campaign-2004 in Ukraine. We fixed brutal violations of human rights and election laws, serious both by scale and by consequences.
