A Communications and Advocacy Strategy
This document provides the description of strategy of internal communication of KHPG between its departments, members and staff as well as external communication of KHPG with state bodies and local authorities, human rights organizations and other civil society organizations, business institutions, international and intergovernmental organizations, Ukrainian and foreign media, the Ukrainian society in a whole.
The Goals of Strategy
1. Strengthening the image of KHPG as an influential participant of policy in the field of human rights in Ukraine and abroad.
2. The development of mechanisms and forms of multilateral communication of KHPG with state bodies, local authorities, human rights organizations and other civil society organizations, business institutions, international and intergovernmental organizations, Ukrainian and foreign media, the Ukrainian society in a whole.
3. The development of the Ukrainian human rights network and specialized networks of human rights
4. The development of effective interaction between KHPG departments.
5. Providing a proper exchange of information inside the organization between its members, staff, volunteers and management.
6. Raising funds to finance the projects and programs of KHPG.
7. Attracting new members and volunteers to KHPG.
The Objectives
- Informing target audience about the activities of KHPG
- Informing the Ukrainian public and the international community about policy on human rights and the situation with human rights and fundamental freedoms in Ukraine
- Expanding the informational support for the programs and projects of KHPG
- Ensuring of active and constant presence of KHPG in the information space
- Creating news feed and accounts on social networks
- Creating PR service of KHPG
- Developing the process of information exchange within the organization
- Monitoring media and analyzing the obtained information
Target Audiences
- State bodies, their officials and officers;
- Ukrainian Parliamentary Commissioner for Human Rights, his representatives and staff of his office;
- Human rights NGOs in Ukraine;
- Other NGOs and civil activists in Ukraine;
- Professional environment that concerns to defense, history and education of human rights (lawyers, historians, teachers);
- Media in Ukraine and abroad;
- General public in Ukraine and abroad;
- Embassies of the 27 countries— members of the EU, Canada, USA and other countries in Ukraine;

1.4 Library of KHPG with open access (more than 17 000 publications on law, human rights, history, history of political repression in the twentieth century, philosophy, political science, etc.)
1.5 The archive of history of the dissident movement in Ukraine.

Ways and methods of the objectives’ implementation
- Regular publication of informational and analytical materials on the website khpg.org.
- Preparing articles, interviews, press releases, videos and placing them to the information resources of KHPG and other media on a daily basis.
- Regular updating KHPG pages on social networks, including YouTube, Facebook, Twitter, and others.
- Distribution of books and other information materials prepared by KHPG on orders.
- Regular updating the archive, the library, the virtual library and the virtual archive and museum in history of dissident movement in Ukraine.
- PR-activity:
- Gathering information about the work and achievements of KHPG and its departments, as well as staff and volunteers;
- Preparation and distribution of the annual reports on activities of KHPG, informational materials about the achievements and results of separate programs and projects;
- Press conferences, briefings, press lunches, press tours, contests for journalists; and
- Conferences, public events, tours, workshops, exhibitions, competitions, presentations etc.
- Creating and supporting the pool of journalists who write on human rights issues.
- Investigative journalism and publishing results on the topic of human rights.
- Common information actions with partner organizations, members of the network.
- Creating a system of mutual informing inside KHPG through personal meetings and internal e-mailing.
Expected results
- Evaluation of KHPG recognition and increase of its presence among target audiences.
- Strengthened the reputation of KHPG as an influential participant of policy in the field of human rights in Ukraine and abroad.
- Strengthened reputation of KHPG as a reliable partner for cooperation.
- Strengthened reputation of the organization as a successful defender of human rights and fundamental freedoms.
- Strengthened reputation of KHPG as a principled watch doc relatively Ukrainian state.
- Well-developed an effective communication system inside the organization.
- Strengthened communication within the Ukrainian human rights network and specialized networks, as well as international human rights NGOs and intergovernmental organizations.
The evaluation criteria
Outcomes:
- Evaluation of KHPG recognition and increase of its presence among target audiences, in particular, amount of media coverage of KHPG’s public events;
- Examples of applications of knowledge by professionals linked to KHPG’s information;
- Increase the ratings of internet resources and citation rate of KHPG internet materials;
- Percentage of copyright material on websites and printed editions;
- Increasing the number of publications about KHPG and its projects in mass media;
- Increasing the number of links to information resources of KHPG in Ukraine and abroad;
- Increase the library funds of KHPG and the archive of dissident movement in Ukraine; and
- Increasing the number of visitors of the KHPG library and archive of dissident movement.
Outputs:
- Number of original news and analytic materials placed to KHPG sites per day (per week);
- Quantitative and geographical indicators of increase the sites traffic;
- Standard indicators for each social network (number of likes, views, shares comments, etc.);
- Number of publications per month;
- Number of books;
- Number of newsletters;
- Number of public events;
- Number of educational events;
- Number of their participants; and
- Number of printed information materials submitted on requests.
Resources
Human Resources: System Administrator (2 persons), webmaster, proof-reader, translators (2 persons), news editor, editors of printed periodicals (3 persons), journalists (2 persons), PR-manager, historian-archivist.
Technical Resources: arranging and equipping 4 new office places and 2 spare places outside the office, professional video camera, optics and light, equipment for audio (digital recorders, headphones, memory cards, etc.), mobile modems, mobile media to computer and video equipment and device for mobile communication.
Financial Resources: $150, 000 per year.
