Concluding observations of the UN Committee against Torture on Ukraine’s seventh periodic report

In April, the UN reviewed another report from our country on the implementation of the provisions of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. We are publishing the conclusions, recommendations, and observations of the UN Committee against Torture.

Every State party to the UN Convention against Torture is required to report to the Committee every four years on its efforts to combat torture and ill-treatment. Due to the pandemic and the ongoing war, Ukraine last submitted such a report in 2014. On April 24 and 25 of this year, the Committee finally reviewed Ukraine’s seventh periodic report.

“The Committee acknowledged the challenges Ukraine faces in implementing the Convention due to the Russian Federation’s full-scale aggression and occupation of its territory. Nonetheless, it recalled that the Convention applies throughout Ukraine’s territory and called for the State party to take all possible steps to ensure implementation of the Convention, accountability, and access to truth, justice, and reparation for victims,” according to the report published on the UN website.
