In July 2007 it will be a year since Ukraine ratified the Optional Protocol to the UN Convention against Torture [OPCAT], yet the required national preventive mechanisms have yet to be created. Nina Karpachovas failure to attend the last roundtable and her refusal to take responsibility for developing such mechanisms is in contrast to her avowed concern in 2005 and an obstruction to progress in this vital area
