It is most disturbing that on this day rumours should be circulating that parliament is planning yet another “package deal”. We call on the Verkhovna Rada to openly put forward worthy candidates for the position of Human Rights Ombudsperson, and to select their Human Rights Representative in isolation from any other political decisions.

Over 2005 and 11 months of 2006 human rights monitoring mobile groups, headed by representatives of the Minister in the regions investigated one sixth of Ukraines ITT [temporary holding facilities]. The results bring no surprises, but the efforts are at least promising, and there would seem to be some improvements

A survey just published by the "Dobrochyn" Centre confirms the nationwide problems with observing the rights of those detained in ITT (temporary holding facilities) and also points out serious infringements of police officers socio-economic rights
