On why criminal cases for some, not for others.


According to the Public Liaison Centre of the Kyiv Central Police Department, the Kyiv Police did not initiate criminal proceedings after the mass protests in 2005-2007 because they received no complaints from the municipal services.

As reported, criminal cases have been initiated on charges of deliberate destruction of property belonging to others, in this case, the granite covering on Maidan Nezalezhnosti [Independence Square] by those erected a tent camp in protest  over the new Tax Code in late 2010.

The police statement says that there was a report from the Municipal Services and expert assessments which estimated 212 thousand UAH losses. It states that in 2005 and 2007 there were no such reports, and claims that had there been, criminal proceedings would also have been initiated.

The information agency UNIAN adds that in April and May of 2007 activists from the Party of the Regions (the main party in power now) erected a camp tent near the Verkhovna Rada, in Mariyinsky Park. The organizers claimed that there were around 2 thousand people in the tent camp.

In August 2007 the then Mayor of Kyiv, Leonid Chernovetsky instructed that restoration work be done at the Mariyinsky Park, Maidan Nezalezhnosti and other places damaged during the April and May protests. He then allowed the municipal association Kyivzelenbud to use money on its special account of 633.7 UHA for the restoration.
